UNION Whole Life Cost (WLC) developed out of the research area as a rapid estimating tool used to support Balance Of Investment (BOI) activities.
Based around a 15 stage process the model is designed to be used in a workshop environment, facilitated by experienced estimators, to rapidly produce exploitation costings for new and advanced technologies. A populated UNION WLC model will provide a fully documented set of technical, financial and programme assumptions together with risks for any project. The model is scalable and designed to capture these requirements for any item from a complete platform down to a piece part.
Additional features of the model include the ability to isolate individual cost elements to a project phase, determine the financial and economic conditions and identify budget holders and DLOD owners. When combined with UNION Output, the tool is used for sensitivity analysis and for producing simulated procurement and support budgets.
