The Modular Open Systems Architecture Integrated Cost (MOSAIC) model represents the output from an applied research activity conducted by Arke on behalf of the MOD.
The research requirement was raised in response to the 2012 ‘Security Through Technology’ white paper which recommended that the MOD should maximise its use of open systems. MOSAIC is an innovative and structured Investment Appraisal (IA) framework that allows cost engineers to describe and understand the cost benefits and disadvantages of capability procured based on Open Systems design principles.
To achieve this, MOSAIC provides:
- A pragmatic method of assessing technology insertion within an Investment Appraisal (making the case for or against);
- A comparison of ‘Closed’ system baseline with ‘Open’ options;
- An ability to reflect the costs of any platform, system or subsystem across the DLODs at the system of systems level.
